Approach Paper to the BAS project that details its main objectives, to (1) develop BAS water resources in a sustainable (no harm and no regret), and equitable manner that ensures prosperity, security, and peace for all its peoples; (2) ensure efficient water management and the optimal use of the resources; (3) ensure cooperation and joint action among Eastern Nile Countries, seeking win-win gains; (4) target poverty eradication and promote social and economic integration; and (5) ensure that movement from planning to action.
