Annex supporting the Report of the Baseline Study in the Baro-Akobo-Sobat (BAS) sub-basin, as part of the BAS Multi-Purpose Water Resource Development Study. It describes the current institutional background and framework at national and international levels, identifies key issues, preliminary ideas for the future, administrative, legal and institutional arrangements, and analyses issues affecting the multipurpose water resources development plan for the BAS sub-basin.
